Make the PMI more useful/inviting

Using https://projects.eclipse.org/projects/ee4j.glassfish as an example, here are a few changes I propose to the PMI layout.

1. I'm offered a very long list of releases first, and the first release is in the future. This seems to be an EDP thing, and this content is also on the Governance tab. Axe it.
2. State: Mature and Industry Collaborations could go off to the side.
3. Kill the "Downloads" tab and place them on the Overview page, as that's likely what folks want to see the most. Or, keep the Downloads tab and only list the top-3 downloads on the overview page, with a More... button.
4. The above will push Active Member Companies and the Contributions Graph higher, which is good.
5. I would move the Active Member Companies even above the Downloads, immediately under the Overview.
6. Who's Involved tab has a repeat of Member Companies and Contrubutions graph, which is probably not a bad thing
