Election notification email is sometimes confusing

We put the call to action links at the bottom of the email. Depending on how the nomination criteria is specified, it can be difficult to spot the link (e.g., https://www.eclipse.org/lists/technology-pmc/msg13726.html). People who are not familiar with how committer elections work could very easily completely miss it.

A Committer election for {candidate} on project {project} ({project id}) was started by {committer} with this criteria:

{criteria}

{project} project committers can click the election link below to vote.

Election: Election for {candidate} as Committer on {project} [1]

Project: {project} [2]

[1] {election link} [2] {project link}

I'm thinking that we should pull the call to action to the top. We should also use imperative rather than passive language.

A Committer election for {candidate} on project {project} ({project id}) was started by {committer}.

{project} project committers click here to vote.

Can we inline the links and blockquote the criteria?
