Create cron job to update the state of projects based on foundation database records

It was mentioned that EMO has a manual process to archive projects.

I suggest that we create a cron job in the projects.eclipse.org website to make sure projects are in the same state as the records in foundation db.

The original issue was that a project was in a Mature state on the PMI but arcvhied in foundation db. We could update projects of all states and make sure the records are all the same as in the foundation database.
