Project Proposals should not be public by default

Project Proposals needs to following changes to work properly.

1. Remove the entire Administration fieldset from the Project Proposal content type
2. When creating a Project Proposal, they should not be published by default
3. Make sure the author has access to the unpuplished node
4. Uninstall the contrib Publish module

After make those changes, I think the Project Proposals should be in good shape.
