Enable email notification to select group of project proposal when a new comment is added

Currently, no email notifications are sent to "owners" of a project proposal when someone leaves a comment.

Please add a notification system that allowed a select group of folks associated with the proposal (the author and the project leads) to receive emails when new comments where added.

This would ensure any comments could be taken into account during the Community Review period.
