Create a webpage for osc.eclipse.org using our welcome template

As discussed, we will want to create a standalone website for the upcoming OSC WG (name still being discussed).

To get started, we will create a page similar to: https://openresearchsw.eclipse.org/

Shanda and her team will help the WG with the content + graphics and webdev will take care of the infrastructure and building of the website.
