update: add member highlights report endpoint

• update: allow for reports to pull sensitive emails as part of the output

Previous calls used the users relation to an org to dictate whether sensitive data could be pulled. This lead to a strange output of a bunch of commas in the report, as the report consumers will likely not be part of the organization.
