Add tooltip to portal Company URL field in organization profile and admin area panels

Currently, the membership portal Company URL form field has no additional tooltip or guidance on the value that is provided, outside of validation logic. For users updating the Company URL through the portal, we should give some guidance on the value that should be provided.
