Switch commit metrics endpoints to use Bitergia instead of Dashboard

As we look to migrate away from the aging Dashboard database to the new metrics service across our services, the commit activity endpoints as well as the committer number endpoints in the membership APIs are good candidates for migration. We will need to work with @bbaldassari2kd to get information on how to query Bitergia directly to retrieve the needed information.
