[Bug 469919] no separate tags and description for each version

Description

It is unfortunate we cannot have tags and description for each solution version.

i.e. between JBoss Tools Indigo to JBoss Tools Mars we got a lot of additional features and some removed over the years.

Having the same set of tags and description for these are problematic usability wise.

Could it be made so a solution version could optionally override the global tags and description ?
