Reduce load times on the projects page

Is your feature request related to a problem? Please describe. Members of our community brought to your attention the fact that the projects page of iot.eclipse.org takes a long time to load for them. Delays of up to twenty seconds have been mentioned.

Describe the solution you'd like We need to do two things:

• Automate the script which refreshes the local cache of the project information to run on a daily basis
• Streamline the payload from that script to reduce the load time of the page.

Implementation details are left to you. Please use whatever is more convenient.
