Create Eclipse IDE 2022-06 landing page
Similar to eclipse.org#106 (closed), we need to create a new 2022-06 landing page for Eclipse SimRel. However, this release page will be launched on eclipseide.org and will have an updated design to match the updated -06 splash page.
