Create Eclipse IDE 2022-03 landing page

Similar to https://bugs.eclipse.org/bugs/show_bug.cgi?id=577307#c0, we need to create a new 2022-03 landing page for Eclipse SimRel.

This bug was created to track this effort.

The release is Wednesday, March 16 2022: https://wiki.eclipse.org/Category:SimRel-2022-03

I am proposing the following timeline for these website update/changes:

1. We need the updated content by EOD March 1st
2. Web dev team implements the change from March 2-9
3. Revisions and testing from March 9-11.
