Update the board page

Remove the sentence: "The Board of Directors of our Delaware-incorporated US organization can be found here."
Deprecate from the website the US board page, and have anyone who searches for that page (https://www.eclipse.org/org/foundation/inc-directors.php) to instead to be taken to https://www.eclipse.org/org/foundation/directors.php. We need this as Google search by default takes you to the US board page, so a redirect would be best here.
