Jakarta EE Working Group Charter Version 1.7.1 and WGPA Revision Updates

Please update the following links to account for the Steering Committee and Executive Director's approval of Jakarta EE Charter revisions of version 1.7.1. The WGPA has been updated as well to align with the fee table revisions.

The Charter redline is attached. The changes are minimal: version # update, history revision update, and Enterprise Member Participation fee table updates (2).

The WGPA pdf is also attached.
