Weighted working groups widget crashes page when fetch fails

When the WG API went down for a couple minutes, this page would crash. The error handling is not in a good state right now and should be improved.

Also a good time to use api.eclipse.org/working-groups endpoint over the older membership.eclipse.org/working_groups.
