Improve UX on eclipse.org / Projects

As we were looking for a list of top-level projects, we realised that it already exists, but is hard to get to. Actually the whole Tools section of eclipse.org/projects is hard to find (if in doubt, try to find it from the main page).

We understand that there is a lot of information on the eclipse.org website, but it's hard to get to some places -- even when we know they're here. Do you think it could be improved?

(Frankly, I have no idea how to solve that issue; but maybe an UX expert could help us with this?)
