Consider migrating osdforum.org to eclipse.org/events

A discussion we had in our cluster call was sunsetting the osdforum.org website considering we haven't had an OSD Forum event in 5 years. This would mean having one less Hugo site to maintain.

If there is ever a need for another OSD Forum event, we could host it on eclipse.org/events. I believe it would be better to host infrequent events on eclipse.org/events.

Any thoughts @cguindon? This would obviously be low priority.
