Investigate Usage of the Java API Download Count Endpoint

Investigate the possibility of using the download count endpoint available through the Java API.

This effort could reduce the number of SQL queries executed by the packaging website while increasing usage of the existing download count endpoint, which is currently underutilized. It would also help validate whether the endpoint continues to provide value and should be maintained.

If the endpoint cannot be used effectively for this purpose, we should consider deprecating or retiring it.
