Download counts for Files are not being updated properly

We need to investigate why the download counts for the Files content type are not being updated in the same way as they are for Packages.

Looking at the following endpoint:
https://www.eclipse.org/downloads/packages/admin/release_tracker/json/2026-06%20m2/all

We can clearly see that the File download_count value is not accurate when compared to the Package download_count value.
