The Related Links block needs to be dynamic

While migrating the Packaging website to Drupal 10, the intention was to generate the block links dynamically so they would always point to the latest release rather than requiring manual updates.

Currently, the block is statically defined in our eclipsefdn module, so its content never updates. We need to address this to ensure the links remain accurate moving forward.
