User without an MCCA is being flagged as having an MCCA

@skilpatrick reported on Slack that for a user's paperwork, someone was incorrectly flagged as having an MCCA when they actually don’t. As a result, the EMO is being asked to validate the MCCA.

The paperwork is currently blocked due to this misleading error.
