Add project proposals to Projects tabs in accounts.eclipse.org

Repurposing this issue to add a list of Project Proposals associated to users in the Project tab on accounts.eclipse.org

I think this could be done using our APIs just like we are doing for Projects.

This could be done after the Drupal 10 migration of accounts.eclipse.org

Description

For both the LocationTech & Science websites, we are not planning to give authenticated users the rights to view all content.

A likely common use case will be for people who submit a draft proposal, coming back to edit it later. This bug is to track ensuring there's an interface where they can find it. Ideally it would be somewhat similar to how the conference sites show you prominently the talks you have proposed when you log in.
