Report a bug button

We got a request to link the repo of one of our websites on the website itself (see eclipsefdn/it/websites/eclipseide.org#96)

In my opinion, facilitating issue creation for our websites makes sense. I imagine it's hard for ordinary users to find these repos.

@sgiacomoni2as @cguindon Is this something we want to add to our base theme? A link to the repos of each of our websites?

We could add a button to the footer which fades in, similar to the "scroll to top of page" button (circled in red, below). The icon could be a bug: https://fontawesome.com/v6/icons/bug?f=classic&s=solid

Maybe we could eventually expand this to include multiple repo links for individual projects or GitHub organizations (if the WG has too many projects to list)?
