Private project issue notice not being properly created

In investigating private projects captures, I noticed that our notices to stale private repos aren't being sent currently due to a 403 error. This is either an issue with the token or the Gitlab client package being decently out of date. We have an update pushed that will be released soon, so once that is live we should check to see if it resolves this issue, otherwise we'll need to figure out why this is happening.
