Add sponsorship document to resource list

To support eclipsefdn/it/websites/eclipse.org#904, we'll need to start tracking the sponsorship document ID in the WG API. This will be manually tracked and updated whenever needed as with other WG properties. This will be used in conjunction with other changes to make the organization and individual sponsorships available via an API.
