Fix URLs in working groups JSON to use proper path

In previous iterations of the site, we had an issue where the WGPA documents were hosted under https://eclipse.org/org/workinggroups/wpga/... which contained a typo. This has been resolved and though redirects are in place we should fix the URLs to use the proper path.
