GDPR account requests are stalling on USS and Packaging hosts

In the user_delete_request table, there are 2 entries that have stalled on deletion. The first is due to the USS API no longer being present but the host being active. That can be cleaned manually, and the host removed via a patch.

For the packaging site @epoirier can you confirm that the migrated packaging site handles user deletion events, and if the URL to trigger it has changed? This may be a case of the URL changing slightly and just needing an update.
