Remove confounding differences between builds to narrow error chances
Compared to committer-paperwork API build metadata, some settings and build info were changed to attempt to narrow down cause of build failures.
Eclipse GitLab is currently experiencing a surge in traffic from automated processes and bots. We are investigating ways to block this traffic with minimal impact on legitimate users. Stronger measures, such as removing anonymous access, would likely be effective but would disrupt normal use. Thank you for your patience
