Publish steering committee minutes

To fulfill our antitrust obligations, we wish to distribute the minutes of the Sparkplug steering committee on the working group's website.

You can reuse the design of the existing Jakarta EE page to implement this. Apart from styling, the main difference is that Sparkplug does not have a marketing committee. So there should be two tabs: "Steering committee" and "Specification committee." "Steering committee" must come first.

The page will be made available through the "About" top-level menu to stay in line with established practice. We do not have pages describing the committees or anything like that. For the time being, please add a "Committee Minutes" entry to the "About" menu.
