Add links to the Sparkplug TCK

The Sparkplug TCK is now available. We need to update the Sparkplug website to reflect this. Thank you for your assistance. The changes are as follows:

"Get Listed" page

You will be able to download the TCK binaries from download.eclipse.org.

• "sig" must be linked to https://download.eclipse.org/sparkplug/3.0.0/Eclipse-Sparkplug-TCK-3.0.0.zip.sig
• Remove "sha, pub) — coming soon" from the line
