SDV Hackathon -- Add a section with a link to the EF Code of Conduct

@oliviergoulet is it posible to add a small section to the SDV Hackathon landing page with a CTA button that links the section to the Code of Conduct page on the EF main website?

It should be similar to the page we have for the EclipseCon 2023 website -- that leads to the Events code of conduct: https://www.eclipsecon.org/2023/eclipse-community-events-code-conduct

It should be just a simple text box with a headline - Please make sure you read our Code of Conduct before joining the event and follow it through during the entire hackathon.

and then a CTA with a link to the following page: https://www.eclipse.org/org/documents/Community_Code_of_Conduct.php
