SIG - new website pages & sdv main menu updates

@jharrisj1m can we align this issue with issue#2489 https://gitlab.eclipse.org/eclipsefdn/marketing/-/issues/2562

We will need to create 4 new simple pages, based on the current eclipse sdv website wireframes and templates.

The new pages will trigger also main menu change.

Given the significance of the SIGs for the Eclipse SDV WG, we would like to make the following changes to the main menu:

• Resources (old page should be underneath Community). The plan is to also add two new pages under the newly created "Community" top level menu item - but this would be another issue I will create.

Timeline:

• new pages should be created and live by the beginning of September
• second follow up iteration on the overall design and sections of the new pages - based on the bandwidth of the design and webdev team - should be postponed for Q4 or Q1 2025 as per my knowledge.

@cguindon please let me know if this is something we can do in a relatively short time frame as we don't need any specific new pages designed, rather we'd like to use the current available templates we have for SDV and plan better a more thorough website update on the new pages in Q4 or Q1 2025 realistically.

Please let me know how you'd like us to provide you with the content - through wire frames or using a word-doc with a detailed brief.
