Can't add a manual summary break

Somewhere along the way, we lost the ability to add a manual summary break.

I tried manually adding one and it got removed when I hit "Save".

The automatic summary extraction makes some... odd... choices.

Can we turn the ability to manually delineate the summary, please? It would be handy to have it in the toolbar as well.
