Provide better bug filing advice on the developer info page

Right now there are 2 options for providing guidance on where bugs should go:

  1. We enter a Bugzilla product ID in the right field of the PMI
  2. We don't

Option 1 adds some cool links on the developer info page (report a bug/view help wanted bugs/etc), but all of those obviously point to Bugzilla, which is a problem as more projects move to Gitlab/Github(see eclipsefdn/helpdesk#1186).

The second option isn't great either, because it adds no details, and assumes that the reader will know that they need to go file an issue at Gitlab/Github.

Could we just add those same 'links' for each repo listing on the page if there isn't a Bugzilla product defined?
