[Bug 575198] Update issuetracker pointer for ee4j.eclipselink project

Description

ee4j.eclipselink project would like to move to https://github.com/eclipse-ee4j/eclipselink/issues is the project primary issue tracker and keep bugzilla as a backup only. To not confuse users that much, we would need to "hide" bugzilla at https://projects.eclipse.org/projects/ee4j.eclipselink/developer and promote https://github.com/eclipse-ee4j/eclipselink/issues there instead. I believe this will also fix a pointer to the issue tracker added to CONTRIBUTING file generated by https://www.eclipse.org/projects/tools/documentation.php?id=ee4j.eclipselink.

Eventually a message or note saying sth like "You may want to check existing issues at https://bugs.eclipse.org/bugs/query.cgi?bug_status=UNCONFIRMED&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED&classification=EE4J&product=EclipseLink&format=advanced before filing new one.
