I assume that you're thinking about the project proposals specifically.
- ?: Unknown in Eclipse
- U: Eclipse Identified user
i.e. the user with that email address has an Eclipse Foundation Account
- C: Committer
i.e. the user is a current committer on another (existing) Eclipse project
- c: Contributor
I'm not sure what this means in the context of a project proposal. I can actually sort out if somebody has made contributions to an Eclipse project, but that project needs to actually exist. Project proposals are, by definition, for projects that don't exist (yet). Perhaps, long after the creation review has happened, the project has been provisioned, and is up-and-running, we have this information, but I'm thinking that it's not all that valueable at this point.
- !: Missing paperwork
I don't think that this one makes sense. If we're missing paperwork then they're not a committer (or there's an inconsistency in our database). I think that this would make them an "Eclipse Identified user".
