Update Progress Review title and project field

It was reported by @mdelgado624 that we should update the progress review title that we automatically create.

When a progress review is created and there are no release tied to it, we create this generic title: Review Progress.

It would make more sense if the title would read: Progress Review instead.

Also it was requested that it would be best to add the project to that title so that it reads: [project name] Progress Review
