We should leverage our admin theme for creating and editing content for all users

While testing the site, I experienced a few issues where the various field groups that we used in our forms were expanding without any content. Usually, a refresh fixes the issue for me but I find this to be a bad experience for the end user.

In our previous migration, we opted ton use our admin theme for editing content. I would like us to do some testing and see if we can improve the user experience by using the admin theme in the PMI.
