Withdrawn proposals are shown in the list of active project proposals

Summary

Withdrawn project proposals are shown in the list of active project proposals, see for example the Eclipse uProtocol-Android here: https://www.eclipse.org/projects/tools/proposals.php

It would be nice to have withdrawn proposals listed separately, i.e.:

• Active
• Complete
• Withdrawn

@wbeaton might have some insight on how to implement this.

The tools/proposals.php page pulls the list of proposals out of the PMI. The returned results have the wrong information in the "status" field that's used to identify withdrawn proposals.

This page was originally created to bridge the gap between the old system and the PMI.

I'm thinking that it would be better to just create a new view in the PMI. I suggest that we move this issue to the projects.eclipse.org issue tracker.

There's some comments to this effect on the projects_services__export_proposals function.
