All staff should be able to view project proposals while they're in the draft state
All EF staff should be able to view project proposals in the draft state.
At least for now, we should continue to limit edit privileges as they are currently defined.

@wbeaton How should we determine if a user is an employee?
Do we simply make the node available to all users with an @eclipse-foundation.org email? Or would you prefer something more specific like a foundation staff role that requires someone to manually add the role to each user?
My preference is @eclipse-foundation.org email since that does not require any maintenance.

This has always been true:
In the Drupal 10 implementation, the draft proposals are visible to all users that have the EMO role.
The EMO Role has additional privileges and should be granted only to a select few individuals.
The requirement is that all staff should be able to see proposals. Reopening.

@epoirier I don't think that solves the issue as someone would still need to add the role to users.
Perhaps a simpler approach for @wbeaton requirement would be make the node visible if the user has a @eclipse-foundation.org email address.
