Create new CRA landing page on ORC website

We have created a new landing page for the CRA. Figma design is here: https://www.figma.com/design/FhkN7R9dH3xOJotpFakMOc/OCR-website?node-id=68-12&t=8K2yQMPOD258QHKK-1. There is one change that we'd like to make the design of the website header (adding a top bar with a message that would appear on all pages). We'd also like to make the header bar sticky.
