Added WGLTS level for Science

The API https://membership.eclipse.org/api/organizations?pagesize=100&working_group=science has WGLTS level but there is no such level in working_groups.json.

But in /organizations API, the description for WGLTS is null. (which should be Steering Committee, referred from prod site)
