Add explicit cache TTL to configurations

Martin Lowe requested to merge malowe/membership.eclipse.org:malowe/dev/cache-ttl into dev

It looks like at some point the configurations that we had were either erased or stop being applied in the same way, meaning items are forever cached potentially.
