Added openhw-europe to wg json

Zhou Fang requested to merge github/fork/linkfang/zhoufang/release-1.1/updateWGsJson into release-1.2

Still missing some values for some properties:

  • resources.members
  • resources.sponsorship
  • resources.membership
  • resources.participation_agreements.organization.document_id
  • logo
  • levels

Not sure which of them are "must have" and which are optional when we add it in.
