Investigate adding dues tier to organization endpoint

Requested in https://gitlab.eclipse.org/eclipsefdn/infrazilla/-/issues/1858#note_2840530, we should look into adding the dues tier to the organizations endpoint if possible. This would allow us to reduce the number of APIs accessing the Foundation database which is a win.
