Introduce basic algorithm for recommended projects + working groups

During the allhands, it was mentioned during a presentation that we want to present projects + working groups relevant to your interests, rather than just random entries. We should use data from projects the company works on, as well as working groups they participate in to build a rudimentary "taste profile" to better serve relevant recommendations where possible.
