Add message to Portal blocks for when endpoints are not returning data

Recently we had to update the representative endpoint which displays user information on the Portal page. It is currently not returning anything but the Portal page is simply displayed a grey empty box. Can we add a warning message saying something like:

• "The Representative data source is presently undergoing maintenance, and the data will be accessible once the maintenance is completed."

We could also have a default warning message for when there is no data.

• "No results."
