Create process to generate foundation records for membership applications

As brought up by Paul W. in #572 (closed), we should be creating foundation records for users once all of the user records are created through the application workflow. We should determine when in the process it makes sense to generate these records, and which records to create when.

@zfazli when we are taking care of a membership application, when would it make sense to generate these records? Do we need the records in Foundation only when we post the membership document and generate the membership data, or is there a need for this data earlier in the process?
