Non-member org contact enrollment breaks portal

When attempting to test the new admin and elevated user portal functions, I noticed that our previously functioning EF organization is no longer functioning. While this is a good thing, as the EF organization isn't a member and shouldn't be available, we should route the user to an error page mentioning that the user is not permitted to use the portal instead.

The resulting screen is an empty white page, as the organizations call returned a 404 and could not continue loading the page properly.
